Yes for any building above ground floor. The stability certificate is a signed declaration by a registered structural engineer confirming the structure is safe for intended use. CMDA, DTCP and most banks (for home loan disbursement) require it. Single-floor structures may be exempt in some categories — confirm during site visit.
What's the difference between civil and structural engineers?
Civil engineer is broader — covers structures, water, transportation, geotechnical, environmental. Structural engineer is a specialisation focused on load-bearing design of buildings and other structures. For Chennai residential projects, you need a structural engineer specifically. Some civil engineers can act as structural engineers if they have the experience and registration.
